Talbots Striped Sleeveless Tunic

This Striped shirt has elastic waistband for style and shape. It is missing the tie that came with it but does still have the loops on either side. I cannot tell if this is Navy Blue or Black, so if you're interested please be prepared for either. Pricing is negotiable. All reasonable offers considered.
