TRIPP NYC reversible blue/black pleated mini skirt

TRIPP NYC reversible blue/black pleated mini skirt. All blue plaid on one side and black with peeks of the blue plaid on the other. No marked size tag but does have a 30 inch waist. I imagine it fits a low waist on a small and a high waist on a smaller medium? Please check measurements listed below to make sure it fits the way you'd like. FLAW: missing straps Measures 15 inches at the waist (30 inches), hips are 18 inches (36 inches) and it is 13.5 inches long. Please compare measurements to your own to make sure it fits the way you'd like. Used item, has been washed.
