Super cool army dude

Super cool army dude, might be from Beetle Bailey characters, not sure because can not find on internet anywhere. Found him on my travels in Fairbanks, Alaska. The heartland! Might have been a marketing item. His helmet seems to have a crease that maybe held a sign or could get creative with. Tape flowers ?!? Love his silver grenade tooth filling.
