Striped dress with chiffon overskirt

This dress has blue and white stripes on the main body, which is a stretchy cotton material that fits well. At the waist, there's a sheer white maxi skirt attached. Looks like a maxi dress, but very unique. I've worn this twice. NOT ANTHRO but from Nordstrom TBD, and very similar look!
