Striped Shirt Dress with Cold Shoulder & Waist Tie

Brand new with tags! White with blue stripes. Slits at shoulder. Purchased missing one sleeve tie so I cut the one tie in half, so one edge of the toe is unfinished. Not noticeable when worn.
