Stretch swim cover up light dress or skirt stripes navy small medium

tried my best to do measurements, very stretchy. but with the stretch gets a bit sheer. I can't decide if it's just a skirt or not, I think it could just be folded over for a skirt on the top, or not folded and go to a strapless dress swimsuit cover. that's really up to how you want to style. I think you could wear it not just as a swimsuit cover.
