Strapless Dress or Skirt by Poof!

Darling Black strapless dress size S in girls which I believe is 7 to 8. It is a soft T- shirt type material. Top is 9 1/2 flat across and is stretchy, ruffled and lined in the front. It is 24 inches from top to bottom. Could also double as a skirt. C-1
