Skinny Strap Maxi Dress with Front Ruffle

Royal blue maxi dress with skinny t-straps and front waterfall ruffle by Central Park West. Silky/chiffon material. I am 5"7 and the length is perfect (can be worn with or without heels). Only worn a couple times, excellent condition !
