Silky gathered bubble hem top; OR a skirt

This is a silky, mostly poly, black bubble top that is lined which connects to the outside layer to make a bubble look. ***It could also be a skirt***. The waist band is all elastic and measures 26 1/2 unstretched. There is no maker tag nor a size tag but I would say a size M since waist is stretchable. I have worn this piece both ways; as a top and a skirt. Sorry for the wrinkled pic :( but it's a really cool piece.
