Signed original impasto oil painting

I can't decipher the name of the artist but I love her or his impasto brush work and the scene itself is lovely and welcoming. It's a beautiful painting that would enhance any setting. The frame is 20.25" wide x 17.25" tall and the canvas size is 12" x 9". Together they are about 2" deep. It is in excellent shape with no condition issues that I can detect.
