Sequin spagetti strap mini dress

NWOT. This dress has a blue velvet feeling fabric with multiple colors of sequins all over the dress except the straps, which are solid black. The straps are adjustable. Bought for NYE but doesn't fit my bustline even though it is a stretchy fabric. Dress has a small slit on the left knee. Very sparkly when the light hits it.
