cborja09 they've never been used or tested. Those little sample vials are filled that way from production. For some reason different designers fill the bottles differently. Some fill them all the way to the top While others leave head space and appear to be 3/4 or 1/2 filled. Be assured they have never been sprayed and they do have the amount of oz/mL listed

cborja09 @tbrum54 you could actually see stock pictures of these sample vials on my listing for "Men's Fragrance Discovery Vault" and you will see that they are all filled differently at different levels. That's just the way they are made. Hope this helps!
