Sorry for the slow response! It is approximately 25 inches when tied tight at the top. There is an elastic band hidden in the ruffles, so if you really stretch it, it can stretch up to 40 inches. So basically, this dress should fit both those with a smaller chest and those with a larger chest. I hope that answers your question. Please let me know if you want me to clarify anything!
