I would say the outer layer is definitely stretchy, bc the pleats will open up and allow some give. There is a slip underneath that is not as stretchy, however I believe you can have it removed worst case bc you don’t need it for the bottom, it’s included to help keep the top in place but it’s connected by a seam in the middle. Hope that makes sense 😆
