Only way I know is when the price is dropped low, it get randomly chosen for discounted shipping. It doesn't happen all the time though.

You have to -make a new listing, price it high (then) drop the price by a certain percentage (not sure what it is so just price it really high.) if you drop the price on a listing you've already adjusted before, it won't work.
