SIMKHAI Meg Puff Sleeve Mini Dress - Size 14 Runs Very Small

Really cute sun dress but too small for me. Self & Lining: 100% cotton. Contrast Fabric: 100% nylon. Made in China. Dry clean only. Fully lined. Elasticized sleeves with ruffled trim. Hidden back zip closure. Embroidered eyelet lace fabric. Tiered ruffled hem. Runs small. Armpit to Armpit about 19" with bust area about 18". Size is 14 but fits more like an 8 I think. I'm a 12 and it was very small on me so can't use it which is why I'm poshing it.
