Some people are saying, potpourri, some people are saying it’s a flower, frog/rose bowl, and some people are saying, possibly a hat pin holder. The holes measure approximately 6mm which seems kind of small for a flower frog. But I don’t know. As can be seen most of the plating seems to have worn off.
