Royal blue size 13 no brand dress

In mint condition, worn less than a handful of times, a one should strap shiny royal blue dress. It says it’s a size 13 but it fits me and I’m usually a size S/M or 4-6 dress size. It is a zipper dress but does have some elastic around the top.
