Retro figure skating costume (girls)

Girl’s retro figure skating costume, gently used, in like new condition! I don’t know what the material is, but it’s similar to a swimsuit. Around 24” long from neck to bottom. Arms are 23” and bust is 12”. I’m not really sure what size to put for something like this, but would guess it would be appropriate for girls 8-10?
