Retro Vintage Sears High Neck & Ruffles Button Front Blouse Victorian Flare

Retro Vintage Sears, early 80's, high neck with Ruffles on collar and sleeves. The color is a Bluish Aqua. No size tag. This blouse has a Victorian Flare. Actual measurements are: pit to pit: 20" one direction length is measured under the nape of neck to bottom hem is 25". Fabric is a shiny taffeta? There are a few spots on the sleeve, see pictured. I have not attempted to take them out.
