ananj @vfassett it is elastic top & I would say aline skirt but flows also & tie belt is adjustable on how much you want to let it be or how tight. That's why it will fit such a size because it has lots of stretch or can be tightened by tie- waist- what size r u?

ananj @vfassett no not tshirt - it is cotton fabric, but elastic at top & hips both have elastic- it fit when I was a 14- but also when I was a 10- I will try to take wearing tonight/tomorrow which should help & tag u
