Ref white and blue patterned blouse

Medium red, white, and blue patterned top from dots. Fabric with very flowy. There is elastic at neckline, sleeves, and bottom of shirt. Can we worn off shoulders if desired. Decorative tie in front. Seams have some stray threads. No other known defects. From non smoking home.
