Red and black one sleeve shirt/ dress? Never worn

Honestly, I really don't know if this is a dress or shirt but if you are the right height it can be worn as either or. Has one flowy sleeve. Only issue is that there should be an attached string where the belt is supposed to go into to stay in line with your waist, but it broke. This has never been worn.
