Red Valentines Candy Heart petticoat skirt

This is a cute red petticoat turned valentines costume. It has customized “candy hearts” all over it with cute and sassy words/sayings. I measured the waist and believe it can fit up to a 40 inch waist. It has a drawstring waist so it could fit much smaller as well. It is approx 13.5 inches long. Only utilized once for a Halloween group costume contest (everyone was a different holiday!)
