Red Chiffon Halter Maxi Dress

Silky red halter maxi dress. Ties around the neck and has a cinch tie at the waist. Scoop neck fabric is supposed to lay loosely but it's a bit too tight on my bust for that (size DD), it would fit perfectly on someone slightly taller and smaller chested than me. This dress is size small.
