RWish navy dress

Navy sleeveless dress, white polka dots. Ruffles and two buttons up the front. Belt loops but no belt. Skirt fully lined with tulle underneath to give the skirt a full look (see photo). Skirt waist to hem 20”, waist 14”, chest 15”. Worn once, perfect condition.
