jlu34 @cammie7722001 Hi. I think it is meant to be worn off the shoulder but I did t wear it that way. I wore it as an empire waist shirt on my shoulders. It is long, but too short for me to wear as a dress. I’m 5’6 and would not feel comfortable with a dress that short. It does cover my bottom.

cammie7722001 Thank you will let you know I’m looking at a couple other off shoulder what material is this dressy or more like casual cotton? I’m only 4”9 so might fit me as a dress
