What's the inseam for these pants? Are the bottoms cinched at all?

@ksweetm inseam is 29in and the are an open leg on the bottom. They are high waisted and hit right below my ankles. My height is 5’2

@ksweetm material is 100% Nylon and on one pants leg where the zipper is, it is 11in across. The waist is also measured at 11in not stretched 16in stretched
