Purple Polyester Skirt for girls/kids

Birthday Gift that never fit. Never worn (only once to try on). Also comes with tag. Has some of its own material sticking out but it came like that. There is a purple spandex layer below the top layer. Has zipper and connecting thing on the side(see last picture for reference). Fits me above knee, I am 5'2.
