Puff sleeve women's white top with black straps

Brand new with tag. Ordered one size too large for me and it’s too expensive to pay for international shipping to return and exchange. Material is polyester. Hand wash or machine wash (preferably in a delicate bag). I am usually a size 2, XS OR S, this feels like a US size 4-6 or M (a bit large on me).
