is the buttons functional and what is the measurements across the waist? stretch?

Buttons are functional! There is no stretch to the fabric. Measurements for size L are now in the Production Description to the right. Let me know if you have any other questions!

@shellerz13 I also just uploaded a new photo that shows the backside of the dress from edge seam to edge seam. A little less than 16" which confirms what the description shows (a full waist measurement of 31-32")
