Pretty Little Thing Dress

So yeah I have no idea how to describe this dress because the material weirds me out. It's kind of like neoprene, but not. Kind of like a detailed flex trash bag, but thicker. A little bit like wearing stucco? Water proof maybe? I don't know but it's definitely different and if you have any idea about how to describe this please let me know. This was obviously a gift and never worn. Size is 4 and color is white. I took pics with and without the flash, it does not appear to be see through. Cute neckline and adjustable side slit.
