Circa early 2000's New Port News light/washed blue halter dress. Appliques on bust and center, intact. Tie top. Mid Back. No real stretch, 100% cotton. Solid zipper with hook closure, darted and fitted bust with dress flaring out slightly below knees. NOTE: issue at end of zipper- which is totally functional and there is no tear in the dress, but where material meets zipper there are some frayed threads. No actual hole. Maybe if someone upcycles, they could make this into a top. It is unique and when I used to wear got many compliments. Definitely a vintage feel.
