Hi! What is the fabric? And is it soft or more starchy?

@ley288 In my opinion, it feels like it is 100% cotton outer(not sure on filling), but I cannot be certain on the fabrication since there is no tag. I have one similar from this guild that got softer and loftier after a few washes.
It doesn't feel scratchy to me, but I have learned those descriptives are subjective.
