Waist please , is the top portion an overlay over an elastic type waist , or blouson type over elastic at waist it’s hard to tell

It has a lining under the top portion. Kinda like a bat wing thing on top. The top is connected with a elastic waist band. I posted two pics. It kind of hard to measure for the bust. But I’m a 38 DDD and it fits. The waist is about 17.5 in stretched. From the elastic waist to bottom about 24”
