I was unable to find any further information on the name of this picture or get a match using any google searches and is labeled C1910 and most likely is an illustration that appeared in a magazine like the New Yorker or something as what we would call a political cartoon. Because of the handmade frame and potential age of piece I did not separate from frame to see if this is a lithography vs illustration. I got this as part of an auction lot that had a load of vintage advertising pieces some dating as far back as 1880's so I am fairly confident that this is most likely a framed page from a magazine or print book.
