Peasant sleeve vneck Anthropologie blouse

One of the sleeves has been scrunched in my closet for a while and appears shorter than the other as you can see in photos. I believe that this can be fixed by steaming but am not 100% sure. Never before worn but took the tags off V-neck style Fitted bodice with peasant style flowy sheer sleeves Smocked in the back Soft material
