POLKA DOT HALOGEN Blouse New Without Tags (never worn)

This shirt was a gift and it's just a bit small for me in the shoulders. Darling Buttons on sleeve, which measures 18.25" from armpit to end of sleeve. I typically wear smalls and mediums but I find this brand to run small. It is a Size Small. It's never been worn and is brand new.
