I'm interested in the 38S bridge coat. I'll buy the coat if the shoulder seam to seam measurement taken from a bit under the collar measures 18 1/4 inches and there are no tears/mothing/damage.

You are measuring lower than where I took my measurements on my coat. If you lay the back of the coat perfectly smooth & flat and put your tape on the seam where you took the photo, that just might measure 17 1/2.
