These are not in perfect condition they are however a vintage treasure. The booklet has water damage, and the box has been crushed, and worn. If you have an original Sim City cartridge it might be worth it to have a complete set. This booklet even still contains the Nintendo Power advertisement in all its radical glory!!!

hey, just a heads up, this would be worth like 30 if it had the game with it. just what you have is worth maybe like 10ish bucks. here's the link for that in particular. pricecharting is great for vintage (and new) video game pricing.
