Orange Pleated Over shirt or Mini dress Made in Italy

Mysterious sort of dress as not even sure it is a dress Pleated all over and gold buttons down front and on cuffs Very wide-Pit to Pit 36" which could be for plus size or perhaps just for fun Length 34" and very flouncy I took photos with a belt too which looked good.
