One shoulder royal blue Laundry by Shelli Segal size 4

Flawed Gem - this very flattering one shoulder dress is made of jersey material so it has good weight to it and is stretchy and forgiving. Unfortunately, the dress brushed up against something and there is some pulling on the fabric down on the side of the skirt. It may be able to be reduced or fixed, I just don’t know how to do it.
