I am 99% sure 🙏🏼 that this is a black and white striped T-shirt Dress from Old Navy. There is slight chance it is a super dark Navy and white dress 🤦🏻‍♀️🤷🏻‍♀️ Size small with one chest pocket. So cute with white Converse or Keds. See pics for measurements.
