Off-the-Shoulder Summer Dress

Cute and flowy bright blue dress originally from Urban Outfitters. There is elastic all around the neck and slight puffed sleeves that can be worn on or off the shoulder. This dress has been worn once but is otherwise brand new and in great condition.
