Off the shoulder dress

This dress is deep red with fine blue striped. It has a tie at the waist and on each sleeve. Can be worn in or off the shoulders. I think I bought this at sears but I cut out the tag so I won’t be able to tell you a brand. It measures (taken with garment laying flat): Bust: 17.5” Waist: adjustable Hips: 19” The model (me) is 5’8 and measures 35”-27”-38”.
