@evocativestyle - Hi, waist is 12" laying flat with a bit of stretch. The skirt fully opens up and can be adjusted with the waist tie closure. I added more photos. Length is 16"

@evocativestyle - Apologies for the misunderstanding. The waist is 24" and only applies when the skirt is tied at the back, as shown in photos #9 & 12. The person wearing the skirt can adjust the waist using the tie to make the waist larger if necessary. The skirt's length is 16".
