OW plunging baby blue one piece tie around swimsuit large

To be honest, I’m not sure who makes this, but I got it at Nordstrom‘s and never wore it. The tags looks like it says OW but I’m not familiar with that brand. It’s beautiful baby blue kind of ribbed swimsuit, plunging neckline with straps that double around the suit twice. Very cute bathing suit.
