No side slits at bottom Elastic around top for adjustable/stretchy fit. Elastic at waist with tie also for a fitted look 13 inches at waist (not stretched) 14 inches across top (not stretched) can stretch to 21 49 inches total length. One part of the stitching on top elastic is coming loose easy to fix.
