Newport News Dress

NWOT Black, gray and white flowered dress has a white button-down panel, which makes it look like you're wearing a dress and jacket. Outter has 4 buttons at the chest. Also has a tie on the back. Tag says 20 but not true to size. Listing at 16/18. I will take measurements if interested.
