New Dark blue, navy lace dress XS S, long sleeve

Stunning dark blue, navy lace dress. New, never been worn. It doesn't fit me :(. Top part is shear and it is lined from the waist down. Back zipper. It is labeled as a M, but it runs small. I think it would best fit someone who is usually an XS, S. It fits me great on top(34 bust, 26 waist), but not at my 38 hips and it is also too short on me. I am 5 5. In my pictures the blue came out a bit lite. In reality the color is a deep blue, navy blue.
